Complete TIFA Plan
TIFA meets on the second Tuesday of every month at 12:00 p.m. in the City Hall Council Chambers. There are 13 members which serve a term for four (4) years. Members are appointed by the Mayor and approved by City Council pursuant to Chapter 12, Article V, Sections 12-118 – 12-125 of the Romulus Code of Ordinances.
The objective of the Amended and Restated Development Plan of the Tax Increment Finance Authority (TIFA) of the City of Romulus is to encourage private investment that leads to economic development within the City. The Development Area boundaries were strategically established to allow for TIFA projects that will further promote commercial, residential, and industrial development in this area of the City.
To plan for the proper use of tax increment financing dollars in a manner that will creatively, positively, and pro-actively contribute to the economic development and redevelopment of the City of Romulus tax increment finance authority district.
Offer improvement projects that seek to visually enhance the City and reflect its character thereby creating an attractive, memorable environment for businesses and residents. The City of Romulus has a unique character that although can be enhanced is also aesthetically tangled at present. A cohesive visual aspect will help enhance the City's economic base.
Improve the quality and diversity of the transportation system in the City to ensure convenient and enjoyable access to the City's important destinations. Currently the City of Romulus possesses no transportation links to destination points located within the City and in the Detroit Metropolitan Area. An improved transportation system will help businesses capture additional market segments and provide additional commute opportunities for City residents.
Expand and improve the services and facilities offered to residents and businesses to improve the quality of life in Romulus. As the City's economy expands there will be a need for additional services and facilities, by providing and improved network Romulus will be more capable of attracting new businesses and residents.
Initiate research, planning, and other efforts to improve understanding of resources and opportunities in the TIFA district. Additional efforts can be undertaken by TIFA districts to better understand the wide range of resources and opportunities that TIFA's encompass; this effort will help tailoring future Tax Increment Financing and Development Plans to effectively respond to specific Romulus needs.
