The Romulus Code of Ordinances defines a business to include all kinds of vocations, occupations, professions, enterprises, services, establishments, and all other kinds of activities and matters, on any premises in this city, or anywhere else within its jurisdiction; except for the isolated sale of personal need items shall not constitute a business.
The ordinance also empowers and authorizes the city clerk to:
Issue certificates
Promulgate and enforce all reasonable rules and regulations necessary to the operation and enforcement of the ordinance as approved by the mayor
Adopt forms
Require Affidavits
Determine Eligibility
Notify any applicant of the acceptance or rejection of their application and shall, upon the refusal of any certificate, at the applicant's request, state in writing the reasons therefor and deliver them to the applicant.
